As you are in Sri Lanka, can you legally sell there currently?  Have you been given parameters from Payoneer that would allow you to sell legally?

If it's tea leaves, many people.  Some of the finest tea in the world.  Ditto, its cinnamon (although that isn't sold as leaves, of course).
