About ten percent of my shipments the last couple of months are delayed 7-10 days with no explanation. YET eBay hasn't modified policies to allow for this- so customers may collect refunds for items that are simply routinely delayed. I really don't understand holds on my payments because USPS has trailers that aren't unloaded for an extra week. It sends the wrong message to buyers some of whom are still living in 2019. AND the buyers who don't pay for a week are the ones making not received claims it's aggravating.

Ebay holds the seller accountable for shipping-related issues because, in their eyes, the carrier is acting as an agent of the seller.
EBay does make some allowance for "routine delays" in its calculations of seller metrics in the form of peer benchmarks. Basically, sellers are allowed a percentage of interrupted deliveries before the metrics are affected. These percentages can be seen on the seller's service metrics dashboard.
In addition, eBay offers reprieves to sellers for shipping problems caused by things like site bugs and natural disasters. Recently it has been Covid and bad weather creating delays in the mail stream, and they normally make these relief measures known on the Announcement board. It falls on the seller to keep up with them. Here is the latest announcement regarding weather-related delays and the seller protections granted in response.

Yes but delays are now routine and the expectations cooked into eBay's formulas have not been adjusted to the new slow normal of shipping times.
