Original listing included free shipping, but I accepted a lesser amount through a counter offer that stipulated the buyer would pay the shipping which I estimated would be less than $10. The buyer paid the lesser price but did not include the shipping. I need to invoice for the shipping cost.

I'm sorry to say, but you CANNOT change the shipping terms on a best offer. It shows that message to BOTH the buyer and the seller. You need to review the eBay rules that state what conditions are and are not allowed when sending a Best Offer or counter offer.
In this case you are unfortunately out of luck, you need to ship the item and take the $10 hit or suffer consequences to your account.

you can try sending an invoice thru paypal........but shipping is supposed to be non negotiable in best offers.........
