I had two payments reversed today so I called my bank USAA and they said there's no reason on my end for it to be reversed or declined. That I could try to make the payment from my browser instead of the app. I haven't tried yet but it's not people canceling or scamming.
For some reason it's where the order is being placed that eBay needs to address.
