If i already issued a return label to someone returning an item, can i cancel that and just give a partial refund at buyers request???

Once you accepted the return and the buyer printed out a return label,

ebay is expecting that package to be returned to you.

You can't cancel the return, but you can ask the buyer to.

Tagging on to @inhawaii's sound advice... you can use the drop-down menu to the left of the order to refund any amount.
