Have you read the Money Back Guarantee for buyers?

If/when a buyer opens an item not as described case in the Resolution Center, there is no scenario where the seller will not have to pay the return shipping if he wants the item back.

EBAY stipulates which category allow 30-day returns and which allow 14-day returns.    Try editing one listing to see if will allow 14-day return.   

You can either revise listings individually or do a mass edit (listing, active, click on page, edit) and change return policy.

Bear in mind that EBAY Money Back Guarantee supersedes your return policy if buyer claims (not as described, counterfeit, defective) you must give full return and pay postage both ways.    Buyer do not need any proof of claims.

The item has to be listed in a category that accepts the 14 day returns, and I think there's only a few categories that do.
