Why doesnt ebay suspend buyers who constantly return items after three returns like Amazon, after all eBay expects us sellers to ship like Amazon, they try to be like Amazon, yet have no fulfillment center, they dont have the same agreement with the USPS, and they dont market like Amazon? Stop the metrics with sellers that hurt us.

Amazon doesn't ban after 3 returns, I've made 4 returns in the last year...

Refunds are a hassle, they tie up my money and I have to 'follow through' with a bunch of 'stuff' (find label, print, repack, drop off or set up pickup) and then...….. wait ……...for …..my...……..money.
Therefore, I'll go out on a limb and say that 99.99% of buyers do not buy to return.
Besides reporting as another poster stated, sellers need to look at their products if they are experiencing high returns. Some categories, ie. clothing (try them on) and electronic/automotive parts (free diagnosis) are going to be higher than most and you simply have to calculate that 'higher' return rate cost into profit margin/price point.
