The window for the buyer to return the item closed 3 days ago and my funds are still on hold. Cannot get in contact with eBay either by call back or chat. Hoping I can get some answers here as to when they will be released.

Since this is a forum for buyers and sellers I would keep trying to reach eBay by phone or on Facebook for a definitive answer

The latest official announcement read as such:
When a buyer makes an “item not received” request
A buyer can only open an “item not received” request after the estimated delivery date plus 1 day. When a request is opened the seller has 3 business days to respond before the buyer can ask eBay to step in.
If tracking on the item shows movement within the past 10 calendar days and the parcel is in the destination country, we’ll keep the request open for 10 more days from the time the buyer asked eBay to step in to allow additional time for the item to be delivered. After that time, if there is no updated activity, eBay will consider the item lost and we’ll ask the seller to refund the buyer.

Your statement doesn't address the posters issue. Their buyer didn't initiate return of the item within the required time frame and the seller wants their funds released. No return=no refund. This had nothing to do with an item not received.

Was a label provided? Does tracking show that it was shipped? Note that eBay will keep some cases opened for 35 days.

What does that mean, exactly? Did the buyer open a return request for some reason? If so, what reason did they use for the request? Then you approved the request and the buyer didn't return the item to you? Is that what that statement means?
If the buyer opened a return request, you should have been notified of how many business days the buyer had to return the item. How many business days were you told the buyer had to return it?
If the buyer didn't open a return, could you explain what you mean?

Is that the normal window for a return or the extended one because of Covid? Buyers have up to 35 days per the Covid protections Ebay announced a few months back.

Due to the shipping problems that time for you to receive it back has been extended.
If they have not responded to the case to ship item back, contact ebay for assistance with the case.

The return window closes whenever Ebay decides to close the case.
Won't do any good to contact CS, you just have to wait.

The buyer put in a return request then messaged me that her son loved it. Still wasn’t sure at that point if she would return it or not. Apparently they decided to keep it because Jan. 13 was the last day they could return it and they have not. The return label that I sent them was not used. Hope this clarifies things.

Haven’t heard anything about the window for return being extended, and I would LOVE to talk to eBay but am finding it impossible to reach them either by phone or by chat.

While this is an older announcement, Ebay has not yet revised it yet. So it should still be in effect.
