Buyer notified me that the item was damaged in shipping and pictures to verify. He started the return process but selected "damaged/not working" as the reason instead of "arrived damaged". Does this matter in terms of who pays for return shipping?

if it is damaged the seller pays if he wants it back. If the seller does not want it back then he can refund without return

Is this priority with insurance? If you have the pictures to submit with an insurance claim, I would just refund and ask him to hold the stuff until the claim is accepted/denied. You can't make him wait until the claim is settled.........

It shouldn't matter about how the buyer marked his return process, as far as who pays for shipping. If the item was damaged and the pics show that fact, YOU don't want your buyer to pay for any shipping anyway, anyhow. But if the merchandise was damaged, do you even WANT it back? I assume not if photos showed the truth of the buyers statement.
If that's the case, refund your buyer promptly, and file for insurance coverage payment. I don't use UPS, ever, so don't know how they deal with these problems...
