Back on 9-14-21 i sold a reel to reel for $900.00 and the buyer stated the item was not as described but wouldnt send pics after being repeatedly asked so i offered a partial refund and they agreed to a partial refund of $170.00, i agreed and paid them $170.00. my auction states 30 day return policy. today 12-31-21 i get an ebay message stating the buy wants all of the money back. to reach anyone by phone on ebay is hard to do so i am hoping someone here can give me some advice. ebay has all the messages we discussed back and forth. after all this time and giving the partial refund will they make me pay it all back? I did what was asked. this reel to reel was fully tested for functionality and all flaws were mentioned. the rca jack in the back that supposedly was broken/worn was Not broken or worn when packaged in fully surrounded 6 inches of styrofoam insulation and boxed in the heaviest cardboard box i could buy at Pakmail. I feel scammed.

Thank you for your response. i am not sure what "managed payments" is but ebay also sent this: "Until this dispute is resolved, the disputed amount will be withheld from future payout". apparently the dispute is with the buyers cc company according to ebay. i cant believe i am actually dealing with this nitemare where i may not end up with my item or the money. if i knew this was possible would have never sold it and i am now soured on selling on ebay after 20 plus years of it.

I did make the deal with the buyer but apparently he paid with a credit card thru ebay and ebay says his credit card company is the one disputing it but ebay also sent this: Until this dispute is resolved, the disputed amount will be withheld from future payout

I apologize if my replies seemed antagonistic to you. I merely was trying to provide info that it seemed you weren't familiar with ... as well as to let the OP know that contacting eBay about this matter wouldn't be of help. I frankly was surprised you seemed to take offense at that ... and made a point of tagging me with a correction.
That said, I will not knowingly tag you again. I tend not to notice names, however ... so if it should happen in the future, it won't be intentional.

'Managed Payments' is the payment processor that replaced PayPal. [I cannot see your listings ... so do not know which system you were under when you sold the reel-to-reel.] I understand that PayPal used to defend sellers against chargebacks ... and that Adyen (Managed Payments) does not do that.
Since the buyer's credit card company is involved ... eBay will make sure that money is available to pay the buyer the full amount of their purchase price. That's why eBay told you that they will hold onto any funds sent to you.
I still think it would be preferable to work with the buyer directly so that you can get the item back ... AND avoid the extra fees you'll be charged. Good luck! I hope things work out.

Again, thank you for your help/advice, i am trying to understand this mess. so does ebay refund the buyers credi card thru chargeback before they send the disputed item back to the seller? if so that would leave no reason for a devious buyer to actually send the item back would it? this is mindnumbing. is there anyway to convince the credit card company of the truth here?

@mj455 AFAIK for a chargeback you only get to upload one document - jpg format I think.
Use a word doc and explain what has happened regarding you already refunding in part and the buyers acceptance of that.
Copy and past any messages between you and the buyer - the proof of the partial refund and any images you need to show in to that document.
Once you have all the info you need - take a screenshot of the entire document and upload that jpg to the case.
You only get one shot at this, so make it worthwhile.

A return is not required for the buyer to obtain a full refund from your proceeds when a Payment Dispute (aka chargeback) is filed. The procedure is different from the protocol in an eBay claim.

@mj455 Disregard what I suggested earlier. You left an important part out about the buyer filing a chargeback. Do what @downunder-61 recommended.

Just wish to add a reminder
Your current situation is why it is as a rule it puts seller in a better position to accept return of your item instead of issuing buyer partial refund if for whatever reason is not happy with their purchase,
Get your item back unless it not worth it to you and you want it back
