Return policy glitch

I am having issue since Ebay update with return policies being swapped all the time and after buyer buys item it turns out it is not the policy I set. All my policies saved in business policies are 30 days free returns. I have always offered 30 days free returns in the past. The only 2 listings that are different are the ones that are oversized and will need fedex freight. Anyone else has had issuesrecently or it is my accouńt being messed with?

There used to be a checker and alert for top rated return policy in the seller hub. Where do I find it? Is Ebay doing it on purpose to get away with discounts or to make buyer open case that will count against seller?
