I sold my golf bag on eBay, while going through the bag before shipping, I inadvertently missed my range finder. I have contacted the buyer and want to send him a label to return it but for the life of me, I’m having difficulty.

eBay has no built-in way to purchase and send a return shipping label to a customer that has not started a return. You can, if the buyer agrees to send back the range finder, send them a jpg or png image of a shipping label that you can create via PirateShip or another shipping site, and ask them kindly to ship it back to you. They are under no obligation to do so, but many buyers would be willing to do that if you make it easy on them and offer them something for their trouble, like a discount/partial refund on the golf bag in this case.

What is the trouble? The buyer is not responding?
Could be that the buyer still has no idea the range finder is there, or they know and find it useful.
Not sure how you can force a buyer to send something back that you left in package.
Hopefully you hear back and it all works out for you, BUT prepare yourself for the worst scenario of not getting it back.

Go directly to the USPS or PayPal or Pirateship and create a label there.
This really has nothing to do with your transaction and I see no need or benefit for it to be purchased via eBay.

Yes that was what I was thinking was going to happen. Just wanted to be sure that there wasn’t a method through eBay. And, yes, I will be refunding a portion of the sale for the trouble of handling this. Appreciate the response.

As @jonathanbrightlight posted above, you will need to purchase a label somewhere else and send it to your buyer.

Send buyer PDF and have them print label?

Just tell buyer to purchase label at the post office and you will refund that plus $10 (or whatever) on the original purchase, for their troubles.
