Return label for Sold item by way of Global Shipping

I sold am item using Global Shipping, the Buyer has requested a return, he claims the item is not as described. How do I send him a return shipping label, I have no idea how to do this, let along, how to identify his true address.

I found in the Open case that I can accept the return, but it then asks me to upload a label, if I select: I can not send a label to the Buyer's address, do I not get the item back and the Buyer is automatically refunded?

Likely, if you are in the US, you will not be able to send a label. eBay requires that you send "money" instead to your buyer for return shipping. Unless you are in "managed payments", this is accomplished by sending funds to your buyer via PayPal.
Often times it is more expensive to do this, than simply refunding the buyer and letting them keep the item for free. They know this already. Good luck to you.

I don't think there is a way to create a return shipping label for international sale because the return will be handled by the buyer's country's post office. Unless you have a carrier account with UPS/FEDEX, etc. and want to pay such fees for return shipping.
I would recommend you to perhaps consider to offer a partial refund to settle this and hopefully the buyer is reasonable and willing to accept.

Where is the buyer?
Some countries allow you to purchase labels online (Canada Post, Australia Post, Royal Mail)
You can also purchase a label through DHL for almost any country in the world.
For countries where you can't buy a label, you will need to send the buyer funds for a label.
Ask them for their correct shipping address
Find out if you can purchase a label online ... or get a quote for shipping from their local carrier/DHL
If you can't … ask them to get a quote from their shipping carrier and then send them the funds to purchase the label.

The country is Norwich, I plan to call USPS and ask about their International Return shipping label program, for their assistance.
The buyer will not respond with his address or email thus far. If this goes bad for me, I will remove all my listings from the Global Shipping program.
I will not be sending the Buyer any money for postage, I am okay with a partial refund. There should be a better system in place to get a buyer a return label.

The country is Norway. I can not get the buyer to respond to my attempts to get his email address and physical address. I need to get Tristan, an Ebay blue team member for help.

Use Private Messaging on the social sites. Do not post any personal information on the public page.
Messaging is not chat. Give all the pertinent information to them in your message. Your seller ID, the buyer ID, the case ID, all of the FACTS. They will get back to you.
The Global Shipping help page seems to have chat and phone available at the bottom of the page (for me, right now, anyway)

The problem with GSP is that international rates to the US, with customs, vat taxes, excise taxes etc are often more expensive than the items sale price. So many buyers use this knowledge to extort sellers out of their items for just a full refund since its cheaper than paying return shipping.
In my case I will do exactly as promised. I will accept the return and I will pay a full refund for items returned in the same condition I sent them in + whatever portion of the shipping was from Kentucky back to me. No way am I paying for international return shipping when that was never agreed to in the original transaction. I will forever be opting out of the GSP though. Such a pain for both myself and my buyer.
