With all of the stats ebay makes available to us nowadays, it makes no sense why they don't make available to us how many 'return requests' one has initiated in a 12-month period. It seems like pretty important info to me!

It'll never happen. That’s like allowing people to do something then branding them for it.

yes, many stores DO keep track of returns and they will black list you if you make too many. and yes it does happen.

eBay indeed maintains those stats.
The dropdown reports requests and cases during up to the last 18 months.

Just putting such a number on buyer's public image would be lose/lose. Buyer wouldn't like it, and it wouldn't do seller any good, because once buyer has paid, seller's gotta ship.
What would work better is a "block chronic returner" feature, which would block buyers who exceed some reasonable threshold.
The idea of getting buyers to have some skin in the game is good for mail delivery commerce.

Walmart and Target both refuse returns or ask people not to shop at their stores when returns are excessive.

I know people who have been blocked at stores for excessive returns - the last one was a relative at ross dress for less. no the customer is not always right.

Amazon close many account because people was playing the system for returns and other scam. I totally agree that they should keep track of that and ban those who abuse it.
People should read and make a well informed decision.
A return is the biggest cost to all big companies so it is very important.
