When did Ebay start charging a reserve price fee that is charged even when auction didn't sell ? Have not sold anything in a while under any of my accounts and was shocked to see a invoice for 67.00 on a item that didnt sell .

May be wrong, but think they have charged it for years......that's the reason many don't use it.

eBay's policy on reserve fees has changed over the years. At one point, it was refunded if the item didn't sell; then it was refunded if the item DID sell; but for many years the reserve fee has been nonrefundable regardless of the outcome of the auction.

They've been non-refundable for at least five years, maybe longer now.

instead of using a reserve price, when I do put an item for auction, I put the starting bid at the absolute minimum I will accept. There have been several times the item didn't sell, and I will re-list it as a BIN at a higher price, and then it sells. Don't now why, but alot of times that is the way it works for me.
