I canceled a listing that I did not want a reserve on but it seems the fees are still on my seller account dashboard.
When trying to cancel changes the site instead saved them and I'm stuck with a $45 fee unfortunately.
How can these fees be waived?

Reserve fees are non-refundable.
You can call eBay and literally beg, maybe you'll get lucky.

Closing a listing [not cancelling, in Ebay terminology] does not get any listing or upgrade fees refunded, ever.
A cancellation only happens if there is a purchase on the listing. Then you may be able to cancel the transaction if the need arises and you get your FVFs back if the buyer wanted the cancellation.

It's all the same function. When you are editing a listing and you click on the Update Listing button at the bottom, then whatever you edited is committed along with any additional fees [if any] stated right above the Update Listing button. Ebay doesn't just go in and add fees to a listing. You just need to be more watchful when you are editing your listings. If there is a fee for something that appears above the Update Listing button, then you need to review what changes you made to make sure you intended to do that BEFORE hitting the Update Listing button.
We have all made mistakes on our listings. Some cost us money and some didn't. But we all make mistakes. Just learn from this one and move forward. You'll be fine.

I'm sorry this happened to you, but you should not be "soured" towards Ebay. They didn't do anything wrong. They didn't make a mistake, you just assumed something that turned out to be an incorrect assumption. We have all done it. You just need to learn from it and don't do it again. Now you know that your assumption that they would forgive the fees was incorrect.
If you need any links to that you can update yourself on some of this stuff, just ask. There are many of us here that are willing to help you.
I hate it when computers lag. It is annoying at best but certainly it can be problematic. If you ever get caught up in something like that again, DON'T try hitting buttons such as the cancel button to see if you can shake it loose, first try hitting your back button and see if that will bring you out of it. If that doesn't work, close the browser tab. Then from a new tab go to the listing again and see if any of the changes you were trying to make took affect. If they didn't, then go into the listing again and make your changes. Then to the bottom of the screen and hit the submit button. If it still doesn't work. Get out of the screen by using one of the suggestions above. Wait a bit and then try again.
Sometimes it is the internet connection that is slow. Especially at this time of year.

If eBay says the buyer is always right I wonder if us sellers can point out how we are buying eBay's services. 🤔🤔🤔 These glitches caused by slow site and loading issues do get frustrating. I wish they would put some of the effort of constantly changing the site's cosmetics towards optimizing the site.

Yeah Ebay was buggy with noticeable lag while other sites were working normally during the incident. Nvme ssd and 150/150 Mbps internet speed.
Amusingly enough had an error crop up multiple times while trying to reply.
Went ahead and ended all of my listings.

Hmm removing a seller that has been with Ebay for quite a few years with 100% positive feedback as a result of a fee that was not agreed upon when their site was not working normally is not the best PR. Nice way to encourage looking for greener pastures though. Poshmark and Mercari seem to be popular.
