I have seen it as well.
Just eBay trying to make it easier, but would likely be the same "off-shore" help that one would get by drilling down in the "contact us" flow

It's probably something new to improve the website. Probably tired of hearing all the complaints about getting a hold of them especially when sellers are paying them fees and store subscriptions but having a difficult time getting a hold of them. Even with buyers needing help with things.

@12345jamesstamps similar pop ups have been reported being seen on different eBay pages for a few months now.
There's been some speculation it may be part of eBay's plans to use AI voice chatbots for customer service, which eBay execs have talked about but I'm not sure how far they've gone in implementing it.
