I'm used to it not being on the app, but this week I've been getting buyers telling me it's not coming up on the cart on desktop either.
Why can't a simple function ever work consistently?

I lost 2 sales a few weeks ago because of that. The cart was showing a ridiculous amount of shipping cost and not letting them request a total. And they apparently didn't believe me that I would refund the extra.

I've had to let some buyers know that if they are on a mobile device such as a phone or tablet, the un-discounted/uncombined Shipping total displays at the top and they panic. If they scroll down to the bottom to see sub-total/total they will see the shipping combining/discounts applied.
I'm sure I've lost a few sales from people just seeing the 'OMG' total and not scrolling down far enough to see the proper shipping total display. I'm not sure why eBay shows that un-discounted/uncombined total at all on mobile devices, or any device for that matter.
However, every customer that has questioned this, and I've told them to 'scroll down to the bottom' has always resulted in the customer completing the transaction.

As long as you don't have IPR on the listings the buyer should be able to buy without paying, allowing you to send an invoice with revised shipping before they pay. At least that works for me. Then again, I'm in managed payments and I remember something about IPR being forced if you use PayPal and the item is under $1k or something like that, so maybe this option won't work for you.

I tested 3 different browsers and didn't have an issue with request total, but that's where I would start - find out what browser and OS your buyer is using and see if switching the browser makes a difference. Could be the buyer is using something out of date and unsupported like IE.

They said there was no option to request a total. The items were in the cart so since they hadn't "bought" yet, I couldn't send an invoice.
If it happens again, I'll ask if they are on mobile.

The request total button is always there although in some cases it is greyed out. Do they just not know where to look or did they say it was greyed out?

The Request Total button is NOT always there. Though I haven't verified it recently, I've had many problems in the past with it not being there, but it was all on a mobile device.

I should have specified that the request total is always there on a PC and ipad when using the classic version of eBay. I don't use the app but I have read that it isn't available on the app.
