You have no grounds for your belief and you have no proof either scammed you esp Buyer B.You sent the 2nd sample without a reason.When a buyer files a not as descibed return request it is best to reply return for a full refund and provide a return label.
Your feedback can and will be removed if buyer reports it as it is against policy to leave feedback statement that is contrary to a positive mark.Buyers can only get positives

The news is not going to be good for you.
If buyer B registered the day she bought from you, it's possible she is a legitimate buyer who is so new she doesn't know to check for messages, or other aspects of how eBay works.
It's also possible that buyer A is right and you sent the wrong size, no matter how much your memory tells you otherwise.
It's also possible that buyer A is lying, all on her own and Buyer B is not involved in any way.
Or, it may be as you think, that Buyers A and B are acting in coordination.
None of it really matters because your solution should basically be the same since you can't prove what is really going on.
Now, since you have sent additional samples to each buyer, you've pretty much done what you could. Unless/until either buyer files a claim of not as described then there's nothing left to do.
As for what you have done so far there is a reason the feedback you left shows up as positive and not negative. Because sellers can't leave negative feedback for buyers. It's not possible. Has not been possible for more than 11 years. In addition, leaving negatively worded positives for buyers is also a policy violation.
Finally, you need to read eBay's policy on used cosmetics. You can't do what you are doing. Specifically, this portion:

You accused the second buyer of fraud without even knowing if she rec'd the wrong item in her package. You based your accusation on a hunch with no facts to support it. Why did you not wait until the second buyer contacted you with a problem with her order, you even state you are pretty sure you sent each seller the right item? You turned an apparent honest mistake into a train wreck and revealed you have multiple policy violations. The second buyer, likely innocent, is going to be livid when they read your feedback. (In turn, do not be surprised if you receive negative feedback as well.) New sellers come to the platform all the time. If this is the way they are treated, they'll never come back.
(Additionally, I see you are shipping your perfume First Class mail. It is against the post office rules to ship perfume any other manner than domestic ground, link below. It is considered a hazardous material.)

Agreed, and buyer B, the one who just registered and made their first transaction, will likely never return to eBay since they got an unwarranted false positive on their first eBay experience.

i am sad to say, but for years i have always taken a few pics of each item next to its shipping label before packaging and shipping it. when confronted with these pictures, it has deterred several buyers from further claiming they received the wrong item..... they usually just go away after i send them the pics.... i know it sounds excessive, but sadly it feels necessary.
the christmas and pre-christmas season does bring out the worst in some people. sellers must cover all bases to protect themselves against false claims.
