Not a very interesting scenario, more annoying than anything.
Buyer submits an offer, I accept. Shipped and received. The buyer reaches out and claims to be dissatisfied.. The blouse I mailed to her may have flaws that I missed. I ask her to initiate a return for a refund with my apologies. She asks for additional price reduction to which I decline, I insist that I do not want her to be unhappy with anything I sold and may have missed a flaw in. She says, no, she likes the blouse too much. She goes on to say that she wants to make me feel bad and that I should give her a deeper discount. Rinse and repeat, please initiate a return request. She does not.
She left me a red donut to which I responded.
The neg does not bother me and I am not looking for it to be removed. My question... is her request for an additional discount without returning the blouse reportable? I think she may have way too many returns to be able to initiate a return. Your thoughts?

I would report the seller as well as get the feedback removed. This buyer did not want to return the item, but wanted to pay a lesser amount. In my opinion, this falls into the "The buyer requested a change to an order after they’d paid (and their feedback relates to this)" category.
We remove neutral/negative feedback when we can see that:
Maybe I'm misinterpreting that, but in my opinion, if you want to keep the item, you have to pay what you agreed to in the listing. If you don't want to pay the agreed price because you think it was mis-represented, then you have to return it.

Probably is, since eBay policy says that buyers aren’t allowed to ask for a partial refund.

+1 to what @glorybells wrote. Definitely against ebay policy. Did she also threaten negative FB if you didin't do a partial refund?

I can't find that policy to reference in my report to ebay. Can someone point me to it?
No, she did not threaten a negative. She said something like... for someone with 100% positive feedback, I was trying to make you feel bad enough to give me a bigger discount.

I think the buyer may also fall under:
and could not start a return. No way for me to know if she is on the naughty list though.

If anything, that buyer told on herself leaving you that negative feedback and will most likely have her bids cancelled and sellers adding her to their BBL on sight.

Done it and in 2 categories in the drop down. LOL, after I hit "submit" I scrolled further and there it was "buyer asked for a partial refund." Eh, ebay will reject one and hopefully take action on the other.
If the neg is removed, my comments will stay and good for me, going on day 28 of the government shutdown - no paycheck, standing up for myself feels great!

You can report a buyer for anything you want, but that report will probably not have any effect.
eBay has a policy saying buyers cannot ask for something that is not in the listing ... but eBay also suggests that partial refunds are a possible solution to disputes. SO IMHO they are talking out both sides of their mouth.
