He asked me to send him a text and keeps insisting I mail him the item before he will confirm he has paid.

DO NOT text or complete this transaction outside of eBay. DO NOT mail before your item shows as paid within your sold listing view.
Wait until the 5th day and if he hasn't paid, cancel the order with reason as buyer has not paid. Also place him on your blocked buyers list and ignore any further communication after the cancel.

You don't need him to confirm if he paid. E-Bay will show you if he paid or not.
Before selling on E-Bay, did you even spend 10 minutes learning how the selling process works?

To answer your question, reporting scammers is a waste of time as they just create another ID and keep on scamming.
There is more than one way to scam a seller such as yourself. Buyer could claim package received empty. Buyer could claim item not as described and send you back a dirty dishtowel. In both those scenarios, ebay will force you to refund the buyer.

OMG...it is very risky to sell "high value items" here. Any customer can "reverse credit card charges" after they receive your item.

They've (mistakenly) allowed a new seller to list high dollar jewelry. You see that as evidence of some direction that eBay is heading?

Sadly, not as uncommon as you think, seems the low value items get ''restricted'' for new seller's, funds are ALWAYS held, but the new seller's HV ''fee'' yielding items seem to accidentally slip under the radar........... of course the funds will still be held.........and accidentally is sarcasm.
