Registering for managed payments in stages?

I'm trying to sell but it won't let me register for managed payments because it says they're doing it in stages and it's not available for me right now.

is there some sort of solution for this or do I have to wait till they'll allow me?

if the latter then does anyone have any idea when I might be able to sell?

should I just create a new account?

You'll be able to sell after your're nvited to join managed payments. Can't tell you when that will be. It looks like eBay is more interested in ushering in new sellers from Sri Lanka than taking time to get the old sellers approved.
