You need to register as a business in your country and then open a Payoneer account in your business name. Then you can register as a seller with your eBay account using your registered business name and link you Payoneer account to start selling.

Do some basic research so you understand the procedures.

Until you have registered your bank account with Payoneer, registered your account with your country as a business, then given the approval by ebay (which can take weeks if not more) you will not be considered.  PS This is not ebay customer service.  If you want to contact ebay, click this link and tell them to consider.  Good luck.
