Refunding a buyer

Hi new to forums but been with eBay for 15 years. Trying to refund a buyer. Tried to link credit card to account to cover any other fees expenses above what buyer has sent and is in my account linked to ebay. When I entered all my card info. Card wouldn’t add. Tried second time still nothing. Spoke with team mates on problem. They had me retry several times. Got a notification from my credit card of possible fraudulent charges. I called card company. Turns out card was not unlocked to cover the high price of refund. I no no one knows me from Adam but have excellent credit and plenty of room to cover refund. Seems ebay system has locked card out. Spoke with several team mates on problem over several days. Now told by team mate to contact buyer and tell him to open an item not received case which to tried to do this no response yet. Anyone have this happen to them?

     Not much detail. Why were you trying to refund the buyer? You have only sold 2 items in the last 90 days was this the bike or the socket set? Does eBay currently have the funds on hold? Customer support is pretty useless these days and will tell you whatever to get you off the phone including lying to you. Is the buyer actually claiming they did not receive the item? It's generally not a good idea to unilaterally refund the buyer but I cannot say that for sure since I don't know the particulars with regard to your situation.

My debit card is linked to my banking routing number. That is how refunds and incoming funds are done.

Not sure what you are trying to do. Need card hooked up to routing number.

I work in retail. "Turns out card was not unlocked to cover the high price"....most credit cards where there is a high end purchase or whatever you are trying to do has to be OK by the owner of the credit by calling the bank or clicking OK by text on a your phone. And calling by phone you might have to answer some "secret questions"...if you can't....credit card might get locked.

And not using your credit card for a long time might also present a problem just to use it.

Thanks so much for the reply sorry for the stupid questions. So if I get a debit card linked to my eBay bank account and use that card to add account information would that suffice?
