I'm in the USA. A buyer in the UK bought an item from me with the Global Shipping Program but little did I know the item was damaged. I've accepted the responsibility for shipping a broken item and refunded the price he paid for the item and the domestic shipping I collected from him. He also paid about $35 in fees to the international shipper. I want to get him that money too but do not know how to do it legitimately. He does not have Venmo or PayPal. I also do not want to break any eBay rules. Suggestions?
(Suggesting not using the GSP is not a suggestion.)

You needed to let the buyer open an official 'return'; then you could have 'refunded without the item being returned and GSP would refund the rest.
If you just 'refunded' there is no answer to this since you can't trade email addresses for paypal should he had paypal anyway. (for those that say you can 'trade this info after a transaction- that is NOT true; all emails are blocked and coded)

So you told the buyer to keep the broken item?
Interesting question. I also use GSP.
I believe you can only refund the amount the you collected.
The extra GSP fees he paid ebay has to be refunded by ebay.
I would refund what you can and have the buyer contact ebay to get his GSP fees back.

If you cancel the sale, your buyer will be refunded the GSP fees. Just refunding all that was paid to you won’t do the trick.

Actually I have exchanged personal email addresses after a transaction in order to work a USPS claim. The request I sent to the buyer included the reason I needed his personal email. Initial exchange of personal email information was done through eBay message exchange then we moved it off of eBay to work the USPS claim details. While not required for the USPS claim it makes things much easier if the USPS claim includes the buyers email and phone number information.

Sounds like you are saying the item was already damaged when shipped? Then you need to take care of the refund as you are doing.
If the item was damaged during shipping (after receipt by GSP), then the Global Shipping Program is responsible for the refund.

How did you refund the buyer? If it was through a return or if you cancelled the sale, the gsp should automatically refund the amount that they were paid. If you used the send refund function, you are probably going to have to contact customer service on FB or Twitter as I don’t think the gsp will automatically refund.
