Refunded buyer on Paypal now can't relist item

Hi any help would be greatly appreciated. Sold an item and only when getting it ready saw an issue with it. Informed the buyer and he said he no longer wanted it. 

Issued him a refund via paypal and then went to cancel the order and relist on Ebay. 

Ebay will only allow me to cancel the order if I refund him ?? 

How do I cancel and relist ? 

If I go through the process will Ebay give him another refund. 

Customer Service is not calling back also.

If you refunded the buyer through the original Pay Pal transaction, it will not refund the buyer again when you cancel and refund.

If you are doing a full refund, you should always cancel through the ebay transaction on ebay.  The buyer will automatically be refunded and you will be credited your final value fees.   I've never tried to cancel after the refund but if you are able to do so now, as the other poster suggested, it won't refund the buyer again as now there are no funds associated with that sale.

Looks like the refund has gone through the Ebay system as it's flagging up Buyer Not Paid.

But as soon as I go to cancel the Message prompt clearly states that by sending a refund you are authorising Ebay to Facilitate a refund. I can't win. Going round in circles

Can't believe how ridiculous this is ?
