A buyer changed his mind and initiated a cancellation on eBay. We refunded his money in full through PayPal. eBay is showing we owe him zero dollars, but the buyer is saying he can't figure out how to acknowledge the full refund on his end. eBay will not reverse the final value fee until the buyer says he got a full refund. Any advice on how the buyer acknowledges the full refund on his end? thank you.
