I had a buyer contact me to let me know he didn't receive his package. He was very patient while I worked with USPS. USPS finally told me they didn't know where the package was. I issued the buyer a full refund. The next day the buyer contacted me to let me know the package was delivered and he wanted to pay me. How does he pay me since according to eBay the transaction is complete because it was delivered.

That exact thing has happened to me before.
If you still have a papal account you have have him send payment to your paypal account.

If you have a Paypal account you can have the buyer send the funds that way. One can exchange such information after a sale. Otherwise you can relist the item at a high price with "best offer" and only accept his offer of the original price.

i have had that happen to me before. im an honest buyer and notified the seller, sounds like this buyer is honest. what i ended up doing is getting a money order and asking the seller for their address and mailed it to them. the price wasnt jacked up on the item and the seller was reasonable so i didnt sweat the stamp or going to the post office to buy the money order and mail it, even though that is against ebay policy, (oh well) i dont have paypal so i didnt pay with that.

Good on your buyer. I tried to repay a seller when my package was 6 weeks late getting delivered that I had been refunded on and they had blocked me from contacting them. Their return address was obliterated with customs stickers. I tried but i guess they blocked me when I filed a not received dispute. Oh well,,,,
