Refund error

Please refund the buyer by May 30, 2020. We'll then ask the buyer to let us know when they receive the refund.

Does this mean I need to refund via PayPal manually? Is this safe?

If this was a return filed through the resolution center, and you opted to have the buyer return the item to you, and you have received the item back, then you should go back to the resolution center, and complete the refund.

If the buyer has opened a case then you should be able to do the refund through the eBay resolution center. If there is some problem with that (like no funds in your PayPal account) then you need to do the refund manually through PayPal.

IMPORTANT: When doing a manual refund from PayPal ONLY do it from the original transaction page, DO NOT use the Send Money function, if you do you might be looking at a double refund which is not possible if the refund comes from the original transaction.

I never sent the item she bought it then immediately asked for cancelation so I hit the cancel order button

I think I have figured out the issue the funds from the sale are not in my pp yet

If the buyer hadn't paid yet, then of course no need for you to send a refund.
