Refund Question

I offer free returns - no stipulations.  I have a remorse return of a new, sealed item - but buyer has opened the item, so is now a used item.  

What’s the rule on a return - complete refund, or partial, to reflect the diminished value of the item.  

I’ll likely refund 100% - I’ll likely just keep the item for myself.  But, I’m curious as to what the rule is.  Also, if I am TRS+, can I refund 100%, but get some relief from eBay for the diminished value?
