I had been put into a lose lose situation where the item sold to a buyer. but the delivery was late due to international airmail system delays as a result of the pandemic.
The buyer had open a case on me for failed delivery of goods.
And Ebay chose to lean to the buyer's favor since i had not been able to provide proof of delivery.
A couple of weeks later, the item had arrived and by communication, the buyer had then agree to reimburse the funds for item and shipping since it was not viable to return the item at his own cost.
But has continuously delayed this man to man agreement when item eventually arrived.
And gave an excuse that the package has yet to be opened and certified before a refund via paypal will be initiated.
How do i go about it to appeal ebay's decision since it has lapse 30 days since the resolution for case had closed?

There is no recourse. There is no mechanism to collect the money unless it is voluntarily sent by the buyer outside of eBay.

Isn't so much eBay, or any other retailer/seller of goods. But more to the point banking laws and regulations make it difficult to nearly impossible to reverse a "refund".
Charge backs in certain situations can be reversed. But even then eBay doesn't have control over a bank or CC issuer. This is main reason why obtaining and uploading tracking information in a timely manner is important.
Over years have a had a few buyers initiate charge backs or request refunds via PayPal for "not received" orders. Simply sent PayPal copy of tracking information and that was that. Cases were all closed in my favor.

I am not sure if eBay will or is still honoring the shipping delay issues if you upload the shipping information into the case that shows it is still in shipping channels. I am not sure how or where you shipped the item internationally but I always use the eBay Global Shipping Center/Program to ship internationally. It adds a bit of time to the delivery but eBay is the one that sends the buyer the invoice, customs forms, handles the international shipping leg and updates the order with the international shipping information. The seller is responsible for getting it to the GSC in Kentucky. I have also noticed that they pad the estimated delivery date by a LOT to avoid INR cases. Everything I have shipped through the GCS has arrived 7+ days earlier than the eBay projected delivery date.

Before your appeal EBAY decision you should know. If you lose your appeal EBAY charges $20 fee and you get defect on your account. SELLER rarely wins an appeal.

Thanks for the headsup on the risk on appealing. but sometimes it justifies due to dollar and cents.
I cant be losing the item+shipping cost altogether.

I guess my case is a bit different as I am shipping items from my home in Malaysia over to the USA
and covid disruptions have forced me to divert my packages to Singapore for affordable registered airmail.
Should I ship them directly from Malaysia, it can only go by courier services and there is a slap on demand surcharge of up to 60% due to limited flights and frequency.
Again my items cost range between 10-70 USD per item.
and it wont make sense to pay 50-100 USD on shipping alone. So i had to find something more reasonable with a trade off for transit time. its still airmail. not economic shipping just that it has more often cost delay since last August (year 2020) until present date.

I have never heard that, I know if it is a CCC you get hit $20.00, but I had no idea this was true for an appeal?

A very similar situation happened to me too. I sold some toys to a buyer in Sweden. I warned the buyer that
shipping was delayed due to Corona ( Japan to Sweden ). Once the goods were turned due to an address
problem. The second time I sent the goods were held up in Customs. I followed the buyer's orders to the letter. the buyer didn't trust me and filed a claim and quickly was given a refund ( from my Paypal)
Shortly after that tracking showed that the item was delivered. I appealed to Ebay and was refused. Ditto for
Paypal. The buyer will not answer my mail. Do I have any recourse ? Bummed out jon !

Same thing happened to me last year-delayed shipping to Switzerland-I ended up losing the item (which she did receive) and had to refund too
I no longer ship internationally
less headaches
way easier

There is a $20 fee if you fight a payment dispute and lose but I'm not aware of a fee for appealing after you have refunded. Could you please post a link.
