Good Day,
I'm hoping someone may have some feedback on the following. I am looking for a recommendation for a free hosting site that offers basic editing capabilities. I used to have photoshop but can no longer afford their services. Thanks and hope you have a great weekend coming up!

I switched to USE.COM when Photobucket started charging.
I don't know if they have any photo editing capability. I use ebay's photo editing after uploading my photos.

There is a free and very popular program called GIMP
It works virtually the same as photoshop

Just remember that you usually get what you pay for when looking for anything for free.

AMEN TO THAT !
When I started I set up my own independent website. It is not important who I used or how much it costs (which isn’t really very much) because over the years there have been many web servers arise at various and very cheap prices.
I take my own pictures with a digital camera which includes a photo editing program that is loaded onto the PC. I can also edit them on my computer using the built in MS paint before I upload them. Do not need to download anything fancy nor do I have to worry about whether or not my hosting site can edit it.
All of my pictures are hosted on my own site so NOBODY has any control over what I upload. AND I do not need to worry about the hosting sites suddenly changing their protocols (as I believe photobucket/eBay has done) And by virtue that they were uploaded from my own computer I have back up copies on my PC (just in case).
They are then posted into my eBay listings as www(domain name)/file/picture name (and, no, since it is simply a picture capture it does violate the "active content" rules.)
Yes, I know you asked for “free” but as @7606dennis observed -
