Just wondering why when I view an item for sale but dont put it in my watch list I get offers from the seller? But on the flip side as a seller I can only send an offer to someone who is watching my item.

Do you put it in your cart?
I never receive offers on items I just look at but eBay will continue to send me emails on the item.
Always letting me know I looked at it and should take another look.

Not adding it to cart or watch list. Just looking at it and then leaving and then within 20 minutes I get a notification of an offer from the seller.

Wally does that to me almost daily. Get emails.................... "we see something caught your eye"................ All I did way look at it. No saved for later, no cart, just viewed it. Not seeing much posted about it recently, but back a bit there were many posts about "offers" sent on items just "viewed" on eBay.
But on the flip side as a seller I can only send an offer to someone who is watching my item.

Ebay will send offers out to people that have looked at products, so it's coming from them and not the seller. They will also send reminders about what you have seen or similar items. I've seen that mentioned on the site and have had it happen to me (as a buyer) and frankly I don't like it, as a seller.

This happened to me the other day, briefly viewed a listing for research and was sent an offer less than 3 minutes later on my laptop. They are starting to bombard my phone app to with really annoying solicitation multiple times a day reminding me that I LOOKED at an item? HUGE TURNOFF

I noticed on my list of items eligible for offers that a few show no watchers at all. I generally skip those when I send offers.
