"Buyer asked to cancel" eBay is not ignored. It does not appear and is considered a seller error.

Anytime that a buyer wants to cancel and you have NOT shipped, cancel with the reason that BUYER ASKED TO CANCEL. This is better than shipping, the buyer destroying the item and then they open an item not described case. Cancel it. BLOCK the buyer and relist the item.

I'm not sure what happened in your situation but a buyer can request a cancellation but it is ultimately up to the seller whether they will cancel it or not. If the item has not been shipped it is best that the seller do cancel the sale, otherwise there could be problems further down the road.
What type of 'seller error' are you referring to?
