I have received several returns this year and found all of them were fraudulent. Some buyers claimed the items were defective. However, I found the item either worked great or was never opened after I received the return. The worst cases were that some buyers claimed defective then returned a highly used item and kept the new one I shipped. This is theft. Fortunately, those items are around $100 so I didn't lose too much.
I read many posts and found eBay didn't care about the sellers, so I didn't take the risk to ask eBay to step in because I will lose the case and be forced to fully refund with a defect in my account.
I think this is a serious problem because it happens too frequently this year from my experience. I think maybe many evil buyers or criminals have known eBay system well and commit fraud here. eBay may become a heaven for those evils in the future. It is too dangerous to sell expensive items because there is no any seller protection. As long as the buyer claimed defective, the seller must fully refund even the buyer returns an empty box with the tracking number shown as delivered.

When a seller doesn't take returns and buyer isn't satisfied with their purchase, they know the only way to get their money back is to file an INAD, even if it is a false one.

I agree with you, but keeping the new one received and returning the used one is theft.

IMHO if a buyer is willing to commit fraud, the seller's return policy will not change that.

Yes, and I think it's going to get a lot worse if Ebay doesn't do something with those buyers.

Yep- just had a buyer attempt to steal merchandise. Sold a scrap jewelry lot and the buyer only returned 2 items out of the lot and kept the wearable items that they wanted.
I offer free returns, but the buyer has to return the entire lot. Otherwise, buyers would just pick through scrap lots every single time and return the worn items or single earrings... but keep the wearable stuff. I told them I would be contacting their police department and have them check with the local jewelry and gold shops for the stolen merchandise. They then decided to close the return.
But can you imagine how many sellers they must do this to. Those sellers probably just refund them 50% or 100% if they don't have that protection. If they don't want to take the time to file police reports, USPS fraud complaints, etc.
They left me neutral feedback. Ebay refused to remove that feedback even though the person admitted they didn't return the entire lot. Even though I provided evidence that the statement is libel.
Ebay's solution was for me to respond to the feedback. Fine- I let the world know that buyer is a thief. Personally, I think it reflects poorly on Ebay, but that's what they told me I should do. The customer service rep actually said to me something like, "well can you understand that the customer might be upset that you are saying you will report them to the police". I said, "yeah i can see how a thief would be really bummed out by that".

I have reported those buyers, but I am not confident it will help.
