Does anybody charge a reinsertion fee for returns?

Not allowed, Ebay will refund the buyer, and the seller will get a defect.

Restocking charges were banned by eBay probably more than 10 years ago.

No @natenlelasjeje1, as announced in the Spring 2018 Seller Update, restocking fees are no longer an option.
