What are the steps I have to take to register my brands/trademarks on eBay and get on the VeRO list?
I cannot find an application anywhere. I have seen different email addresses for additional information, but at least one of those does not accept email (a "no-reply" address). I don't want to send detailed information to the wrong place.

You don't need to register anything to file a claim under the Vero program!
If you Type "Vero" into the box (Help & Contact) you get this link:
If you click the third choice on the left you will get this page:
Read both pages and follow the instructions to file a NOCI claim.

Does that mean I cannot get my company/product/trademark on the eBay list until I file a claim? I would like people who may be listing my trademarked product to be able to see that its name is a registered trademark owned by my company. For the most part, the product was purchased from me and is being resold on eBay. In that instance, I do not care if it is resold so long as the name shows registered trademark and my company is shown as the manufacturer AND the listing seller is using his/her own photos and description - not taking my photos and text from another venue (where I have officially "branded" my product) for the listing. I am also actively selling it on eBay.

The first thing you need to do is distinguish between "being on the list" and "being a VERO member". The two are not the same thing.The list is entirely optional and does not mean anything other than the fact that a VERO member has chosen to be put on it.
The second thing I would undesrstand is that you cannot use the VERo system to force bsellers to put registration marks after your brand name, or force the to identify your company as the maufacturer. That would be an abuse of the VERO program, which is purely for reporting infringing content - not indulge the whims of rights owners.
That aside ...
I have no idea; I joined a decade ago. But I would try fill out the NOCI and not list any infringing listings.

You will need to follow the government's procedures to register a trademark, patent or copyright. I suggest that you might be wise to consult an attorney well versed in the process.
Here is a link to the US Copyright Office. I'm sorry I don't have links to the Patent Office or other government agencies handy at the moment, but I'm sure you can Google them easily enough.
