I know you have to pay taxes on income earned on ebay, but my question is how much can you sell on ebay before you are required to register as a business? Any help is greatly appreciated. Thanks.

You don’t ever have to register as a business, unless your city has some kind of Home Business codes.
Thats more about do you create an eye sore or foot traffic in a residential neighborhood

If you are engaged in an enterprise attempting to earn income, I would recommend that you register as a business.
With regard to your state's, county's and city's regulations regarding licensing and registration, that is dependent on those governmental entities. However, failure to comply with government requirements could result in serious legal complications down the road.
One thing that one should take into account is IRS rules regarding the difference between business & hobby sellers. There is an issue with being able to take business deductions or not.
By the way, if planning to sell at auction it is important that one understands and complies with the laws governing the conduct of auctions in one's state. Some states have strict licensing laws with regard to auctions which varies from state to state so it pays to research your particular state.

Every state/city has different laws as to whether you need a Business License. I would send email to your city officials and ask if you need a business license to sell goods on EBAY.

Besides business & hobby there is also the investment category.

No need to be a business. If you sell anything, business or not, unfortunately you have to pay taxes.
