Is it possible to see who looked at your item and offer them discounts. Or does eBay forbid this? If you can look up previous buyers how do you do it?

Only if eBay tells you to make them an offer.  Otherwise, you have no way of finding out who  they are.

 

This ususally happens when you first log on.

Good Moms let you lick the Beaters.

Great Moms turn them off first.

If your listings qualify for making offers to viewers and/or watchers and you choose to do so, eBay will send the offer emails--not you.

eBay has a feature that lets you send offers to interested buyers, but eBay decides who the interested buyers are.

 

You are not told who they are unless they buy from the offer, so there is no way to "screen" them.
