What is Ebays policy when the USPS tracking number states delivered to the buyer and the buyer says that he never received the package?

Delivered is delivered....
Tell the buyer to check with USPS for GPS on the delivery. Also to ask neighbors and look around their property for the package.

If tracking shows that it was Delivered to the City and ZIP of the Ship-To: address received with the payment, then you are fine. Suggest politely that he check with his family or neighbors to see if the package might have gone astray after delivery.
You do not need to refund under these circumstances, and if the buyer files an Item Not Received dispute anyway, be sure to upload the tracking number to the dispute where indicated.

It's been reported that proof of delivery is enough for eBay to back the seller. But it's eBay so......?
And yes have the buyer check with neighbors and family members. I once had a buyer claim they had not received and item that showed as delivered and it turned out his teenage son had picked it up, brought it to his room, and forgot about it. 🙂

As long as the USPS website shows the parcel delivered at the address, then you will be OK from an ebay seller perspective. To be proactive with your buyer, ask them to confirm their delivery address, ask them to double check their mail, contact the local USPS office for more information, & maybe contact their neighbors to see if they accidentally received the parcel.

Ok, that’s great that eBay has my back on this. What really ticks me off is she went straight to eBay without contacting me. Here’s another thing to look at. If eBay does have my back the next thing to follow is a negative feedback so what happens now? Will eBay take the negative feedback off? Has anybody have this happen to them? It’s only a 40 dollar item but I feel she should have contacted me first.

I also printed the shipping label from eBay, so the address the buyer gave eBay was the label printed out. I checked my print out under shipping labels and it’s correct.

Hey @mdaneke, everyone here is correct and so helpful, I'm happy to see your tracking shows delivery. If they leave bad feedback saying they didn't get it, and it shows delivered, we'll protect you there too! If that happens just reach out to CS and they'll take care of that for you.
