Questions about the start of sales

As I understand it, an individual seller can sell no more than $500 worth of merchandise per month.
1. Can I register a business account and connect an individual pioneer account to it?
2. If I register as an individual seller and later want to change my account to a business ebay account, do I have to open a new pioneer business account? Or can I continue with my existing (individual pioneer) account?
3. To change from individual to business ebay account I have to choose and pay the monthly ebay fee, right?

I believe all new sellers start off with limits at first.  The type of account doesn't matter.  The reason is to prove to Ebay that you are serious about selling and your focus is to be a trusted and honest seller.
