Question on giving a refund after label is paid for but not yet actually shipped

So I have an item that has a condition issue which is clearly stated in the description. International Buyer completed purchase and I went ahead and purchased label. It's packed up and ready to go. 

 

Contacted buyer to let them know it will be shipping on Monday. They responded nicely.

 

Something told me to reiterate the condition of the item, asking them politely that I assume they read the description but checking to make sure that they know it should be handwashed, etc. 

 

They've responded that no, they did not read the description,   they just saw it and wanted it really bad.

 

I'm still new. How does this work now if they come back and say they want a refund? 

 

I have a no return policy but I haven't shipped it yet so that hardly seems fair. 

 

Are they supposed to contact Ebay to open a return request?  Will I still get charged fees or forfeit the cost of the label? 

 

Why don't people read the descriptions? 😕

Did they now read the description and do they still want it?

If they do, carry on as usual.

If they don't, cancel the sale. Reason: buyer asked to cancel.

Don't forget to cancel/void the shipping label.

You will be refunded for the postage.
