It means exactly what it says. They can't buy from them because they have so already in the past 10 days. You set this restriction for items you sell.

It means based on the Buyer restrictions you have in place, the buyer cannot buy from you.  You have them blocked.

It means that you block people from buying multiple items within a 10-day period. Check your buyer settings.

The buyer is telling you this is what they get when they try to purchase. In your 'preferences' there is an area where you check marked, probably years ago- that limits how many times a buyer can bid or purchase from you in a given time period. Tell that buyer they either wait the 10 days since they've already purchased and/or have open bids on other items, or go into your preferences, find it, uncheck it and then let the buyer know you've done that. There is also another place where you can 'exclude' buyers, by name, from any 'limitations' you've put on your items- you will need to add their name to that list if you want them to bypass all 'buyer limitations'.
