We started a sale on the items in our store. The discount is a sliding scale based on how long the item has been listed. The longer it has been listed the higher the discount. Our question is whether the system will transition items that move into the next category while the sale is active? We thought that it would, but then saw a video on youtube where someone said it would not. Any help?

The markdown feature does not have that capability - markdowns need to be scheduled manually. You can schedule promotions in advance, though.
- Schedule the first markdown for everything listed that week to go live on X date at x% off
- Schedule the second markdown for everything listed that week to go live on y date at y% off
and keep going until you reach your maximum discount.

Here's how I would do it. I would create a store category for x% off, another for y%, for all of the discounts you want to offer. (Remember, you can put each item into 2 different store categories. I use the second store category for my promotions.) Then I would set up different promotions, one for x% off and another for y% off and so on. (I don't think you can create a promotion until your category has at least one item in it.)
To start, you put your items in whatever discount category you want them in, or if you don't want to offer a discount yet, don't put them in any. When you decide to change the discount you are offering, you could mass edit those items and assign that second store category through seller hub. Now the discount for that item is the new amount. (Manual work I know, but I do believe it will get the result you want.)
I do something very similar, except that all of mine are quantity discount offers, rather than discounts on a single item.
