Question about definition of "Partial Refund"

A buyer wants to return an item to me.   That is fine with me, I'll accept returns.     They bought the item and paid for shipping (I did not offer free shipping).    Now, when I accept the return, I offered a FULL Refund.    It looks like eBay is NOT refunding me the Final Value Fee.    I thought they would for full refunds.    Anyone have an answer to why not?   What is the definition of a "Partial Refund" - is it a refund less buyer's shipping cost?

Are you refunding the Buyer before you get the item back??

If you voluntarily refund the Buyer in full (their shipping and full order amount) - e-Bay will refund you in full for the order, minus the .30 cent transaction fee.

i.e.   Order was $10 + $.70 sales tax + $8.00 shipping.  $18.70 total.

If you refund the buyer the full order amount, e-Bay refunds the .70 cents you never received and you refund the $18.  Whatever fees you were charged will be credited back to you, MINUS the 30 cent transaction fee.  (Not sure on the international conversion fee, if applicable)   See link below.

If you refunded the Buyer minus shipping, that would be a "partial" and you will not get credited in the same way.  The link above walks you thru both scenarios.  This is a policy that is changing soon and the link alludes to same.

Thanks.  No, I'm not refunding the buyer until I receive the item back.    You answered my question on what is the definition of  "partial refund".   I understand now that it means refund minus the buyer's shipping cost.   So, I am offering the buyer a partial refund.     So, do I understand the rest correctly,  namely:   IF I refund the buyer the item price + his shipping cost, then Ebay will refund ME the item price + the shipping cost?    What about the final value fee (i.e., the 12.9% commission that eBay takes?) - does the get refunded or is that added later?

If you refund in full, you get it all back, minus .30 cent transaction fee

No, ebay doesn't refund you the item price + his shipping cost. If you refund the buyer the FULL payment, ebay will refund you the FULL FVF except for $.30.

Keep in mind that Free Shipping does not mean there is no cost of shipping.  It ONLY means you aren't putting a separately stated charge on your listing for shipping.  No one actually gets free shipping.  When you offer free shipping you roll the costs of shipping into the price of the product.

If your buyer filed an INAD then when you get the item back, NOT before, you refund the buyer the full amount they originally paid you, even the shipping.

If your buyer filed a proper Buyer's remorse return, then the buyer pays for return shipping and when you refund them because you have separately stated shipping, you can withhold the original shipping from your refund.  But remember there are select reasons that a buyer has to pick when filing a claim to qualify for it to be a properly filed Buyer's remorse claim.  You can't do this if it is an INAD [item not as described] claim.

If your fully refund your buyer you will get a full FVF refund, but you will not get the 30 cent transaction fee back.

On partial refunds we don't currently get our FVFs back, but after May 23rd we will.  That is when the new policy kicks in.
