Hi everyone, I have a question that I haven't been able to get a clear answer on, it seem a little in the dark.
So I am not yet a "Top Rated" seller, however I am an "Above Average" seller and have made 12 sales in the last month, with 100% positive feedback. (Been selling for a little over 2 months)
I notice in the list of perks for store subscriptions, it says I will have access to "Promotions Manager" If I subscribe.
Is this the same as promoted listings? However, I have been told that you aren't eligible to promote listings until you are "Top Rated" and have been selling for 3 months, etc.
So does that mean at this stage, If I were to commit to the store subscription I would not yet be able to have promoted listings and have "sponsored" label? Until I am Top Rated, etc?
A clear and definite answer would be very much appreciated. Thanks everyone.

You do not need a Store. See the link and click on Promoted Listings and Eligibility
ETA: Promoted are for Fixed-Price Listings, not for Auctions.

No- Promotions Manager is for running markdown sales, order discount promotions, coupons, etc.

A store subscription will not change those requirements.

Promoted Listings puts your merchandise in front of more buyers when they’re actively searching and shopping on the eBay network, increasing item visibility and helping to improve the likelihood of a sale.
Promoted Listings is currently available to Above Standard and Top Rated eBay sellers with recent sales activity. Sellers can promote fixed price listings for most categories except Vehicles, Real Estate, Everything Else, and some Travel categories. Auction and Auction Buy It Now listings are not eligible at this time. When you create a Promoted Listings campaign, only listings that are eligible for the service will appear in your selection view.

Store Promotions: Create special offers that encourage buyers to shop more of your items and spend more on each order. Store subscription required - no additional fees for promotions.
Sponsored/Promoted Listings: Ads that can help you increase sales and exposure for your (fixed price) listings. Store subscription not required - fees apply.

eBay's the one that caused the confusion there by calling them "promoted" listings. If they called them sponsored listings from the start then promotions and promoted listings wouldn't be confused so often.
