Quantity Discount

I have an item listed and offer a discount for purchasing multiple quantities. I made a sale of 4 of these items and the customer didn't get the discounted price. 

The listing shows the discount and has a drop down to enter the quantity desired and it all looks good. I can refund the difference but i want this to work in the future. I also paid eBay fees based on the invoice amount which was too high.

Please let me know if you've had a similar experience and what you did to fix it.
