Quanity Box on Listings Doesn't Work

A buyer went to buy a quanity of one of my items and Got a message that they could only but 1 item. This is not really good for sellers that are struggling to survive just trying to sell on Ebay. It is funny that this all has happened since the ended the Classic selling page. I have no real problem with the new seller page as I can find everything I need on it. But does it effect the listings you have? Anyone else having these problems Please don't tell me that buyer problems don't belong on this board as this problem effects sales.

I just tried to add three of one of your items to my cart and received this message:

That looks like it was caused by your Buyer Requirements -- check to make sure you are not limiting your buyers to only one item every ten days:

If you change your settings, be sure to apply the changes to your active and future listings.
