I have my items set so only people in the US can purchase but someone purchased with an adress to Puerto Rico, how is this possible?

I've done well selling to Puerto Rico & US Virgin islands. Flat rate Priority & Priority regional boxes make it easy.
I also recently had a sale to Saipan, a commonwealth of the USA.

. Puerto Rico is considered one of the Several US Protectorate But you could have Blocked them. I have sold to Several - highlighted in Blue and din;t have an issue in USPS Postal Rates were the same as I sent to California from GA.

Puerto Rice has been a US Territory (not a Protectorate) for over 120 years and has the right to petition the US Congress for statehood. They never have asked to be a State, I suspect that being a "special status" territory is a better deal.

As others here have said, PR is a U.S. Territory, and ships to just like any other state you ship to.
Last year I sold off a personal care returns and shelf pull pallet.......@ 40% of it went to PR.
Things like hair dryers, curling irons, makeup and such may not be readily available there or are very expensive imports for them.
They are very good, appreciative buyers and you should not cut out those lucrative sales.
