I am selling many items to Amazon 3rd party sellers who misrepresent my products by saying that they are OEM, in fact they are not. Because of this I am getting many requests for returns from these sellers for false reasons. These sellers use many different seller names but in fact many are the same person. I have blocked many but they come back with another seller name. What can eBay do to put a stop to this

Raise your prices.
Make the purchase from you unaffordable for the reseller.
Apparently, if they can profit by reselling, your price is too low- even if yours are not OEM.

Return requests are from your buyers not sellers. I don't understand who is buying and why would they say not oem if you didn't claim they were oem. What's Amazon got to do with eBay?

Amazon seller lists stuff they don't have and uses Ebay (among other) websites as their supplier.
Amazon buyer buys from Amazon seller, Amazon seller buys from Ebay seller.
Amazon seller gets a return. Amazon buyer returns item to Amazon seller. Amazon seller (the Ebay buyer) returns item to Ebay seller.
Retail drop shipping, which is definitely not allowed on Amazon.

Why you don't contact Amazon with that issue. They are mis-representing your item and that's an offence on Amazon. You have the address of the buyer, so you inform the buyer you will be passing their address information to Amazon and let Amazon deal with that issue. Buyers can have many accounts on ebay. But not on Amazon. There is only so many addresses and credit cards a seller can have when selling on Amazon. Amazon also tracks the IP address and browser footprint so if it is in fact 1 person, they would likely have just one account on Amazon. They could be running a sophisticated operation out of China but they still need a physical presence when you ship your product to their local address in US/Canada.

By the way- time may be on your side here.
Your buyer has only 30 days from receiving your shipment to file a Not As Described dispute.
Even if you have a No Returns policy, you are entitled to demand the return of the item before refunding.
So if your buyer's buyer complains, and he complains to you, demand return of the item.
Don't mention shipping.
You may have to provide shipping.
When you have the purchase back, refund.
Another way to annoy the reseller.
Put your price list, carefully noting that these are not OEM parts, into any shipment. Encourage the recipient to buy directly from you. Make it clear that you have lower prices than AZ. Include an eBay coupon, perhaps?

Amazon seller sells my product on Amazon then buys from me on eBay and I ship to there purchaser .
